1.    WELCOME, INTRODUCTION, GENERAL INFORMATION

Three new members were introduced: Dennis Siegmann, Connecticut representing Section I; Alan Beste, Iowa representing Section IV who replaced Dave Gannaway, Illinois who was appointed chair and Dale Pleimann, Missouri representing Section V. Mr. Gannaway made opening comments concerning the responsibilities of the rules committee. A brief explanation was given concerning expense forms, conflict of interest statements, committee voting procedure and Rules Review Committee and NFHS Board of Directors policy for approving rules changes.


2.    QUESTIONNAIRE RESULTS

The NFHS Wrestling Rules Questionnaire was discussed briefly and all items that are part of the agenda will be handled later when the rules proposals are discussed. Mr. Diehl detailed the process of distributing questionnaires via the Internet. An added informational item was provided this year for each sports committee that has a questionnaire. The NFHS provided coaches and officials who are members of their respective organizations to complete a questionnaire also. After the committee?s review, it was determined that these responses somewhat mirrored the official NFHS questionnaire results. (Note: The responses from coaches/officials for the open questionnaire are listed following the slash (/) in the ?% Yes? column for each.

Bob Bubb reviewed items contained in the NCAA questionnaire. Annually, the questionnaires reflect similar responses as many issues are of concern at both levels.

4.    DISCUSSION/VOTING OF PROPOSED RULES CHANGES

1-1-2    Competition in dual meets shall be conducted by a random draw of weight classes. The draw shall take place immediately preceding following the beginning conclusion of weigh-ins. Weigh-ins shall be conducted beginning with the first weight class to wrestle. X    
2-1-2    The wrestling area of the mat shall be a circular area with a minimum of 28 feet in diameter. Surrounding and secured to the wrestling area of the mat shall be a safety mat area that is a minimum 5 feet wide approximately. X    
2-1-4    ?The two 3-foot lines shall be connected on one end by a 1-inch. Line neutral in color or considered to be neutral in color. red line and on the other end by a 1-inch green line. X
2-2-1, 2    In tournaments, coaches are allowed to sit in the corner, on the mat, but in duals they are required to be on the bench, which I believe is 10 feet from the mat. We propose that two coaches be allowed to sit in the corner for both duals and tournaments. X
3-1-1    ???shirt, with alternating black and white stripes or gray with black pinstripes???? X    
3-1-4    ?meet with head coaches and captains and explain to them that they are to make certain everyone exhibits good sportsmanship throughout the contest.    X    
3-2-2a    Constant verbal communication between the referee and the assistant is necessary throughout the match concerning stalling, line calls, illegal holds technical violations, potentially dangerous holds and time remaining in the period.    Passed As

3-2-2f    ?When necessary, the referee and assistant shall meet briefly on the edge of the mat away from the wrestlers and coaches, away from near the scorer?s tables.    X

Any other undergarment that extends beyond the inseam of a one-piece uniform shall be a tight fitting, single solid color, unadorned and shall not extend below the knee.    X

5-11-2f-i    f.    If the defensive wrestler is injured or bleeding occurs in an imminent near fall situation or before the two-point near fall criteria of a two count has been met, the match will be stopped and a two-point near-fall awarded.
g.    If the defensive wrestler is injured or bleeding occurs after the two-point near fall criteria of a two count has been met and before the three-point near fall criteria of a five count has been earned, the match will be stopped and a three-point near fall shall be awarded.
h.    If the defensive wrestler is injured or indicates an injury or bleeding occurs after a three-point near fall is earned, the match will be stopped and a four-point near fall shall be awarded;
i. In f-h, when an imminent or near-fall situation is stopped due to a defensive wrestler committing a technical violation, applying an illegal hold, committing unnecessary roughness or unsportsmanlike act which cannot be corrected and requires the referee to stop the match, the match will be stopped and a penalty point(s) shall be awarded.    X    
5-18-2    A match is considered to be the time from when the proper wrestler reports to the scorer?s table the start of the first period until the conclusion of wrestling. The conclusion of wrestling occurs when the time expires at the end of the third period, when the overtime ends, or when a fall, technical fall, disqualification or a default occurs.    Passed As Amended    
5-19    Out of bounds occurs when a supporting part of both wrestlers is on and/or beyond the boundary line.    X    
5-20-2    The referee should not set the defensive wrestler until the offensive wrestler is within the 10 foot circle. If the offensive wrestler does not come back immediately to the 10 foot circle a stalling warning would be issued.    X
5-20-7    In resuming wrestling from the advantage position, the offensive wrestler may indicate to the official an intentional release. An escape is awarded and wrestling resumes from the neutral position.    X

&5a1    Any error, other than Bad Time (Art. 1) or Positioning (Art. 2) shall be corrected prior to the start of the next period, regulation or overtime. For the correction to be made during the last period of the match, it must be corrected prior to the wrestler/coach leaving the mat area. For the correction is to be made during the Overtime period, the correction shall be made prior to the moving to the tiebreaker and if the error occurs during the tiebreaker, it must be corrected prior to the wrestler/coach leaving the mat area.    Passed As Amended    
6-7-1    Art.1?.When the contestants are tied at the end of the three regular periods, they will wrestle Overtime. Overtime consist of a one-minute Sudden Victory period, and if needed two 30-second tiebreakers. Should the score remain tied at the end of the two 30-second tiebreakers, a 30-second Ultimate Tiebreaker shall take place. The procedure will be:
a.    no rest between the regulation match and the Sudden Victory;
b.    wrestlers in the neutral position;
c.    the wrestler who scores the first point(s) will be declared the winner; if no winner is declared by the end of the Sudden Victory then the following procedure will be used:
1)    two 30-seconds tiebreakers will be wrestled to completion and score kept as in the regular match;
2)    the referee shall flip a disk to determine which wrestler has the choice of starting position for the first tiebreaker;
3)    the wrester who has choice in the first tiebreaker may select top, bottom, or defer the choice to the opponent;
4)    at the conclusion of the first 30-second tiebreaker, the opponent will have the choice of positions as stated in 3);
5)    whichever wrestler has scored the most points in the two 30-second tiebreakers will be declared the winner;
6)    should the score be tied at the end of the two 30-second tiebreakers; the choice of position for the Ultimate Tiebreaker will be granted to the wrestler who scored the first point(s) in the regulation match; if no points are scored in the regulation match a flip of the disk shall determine the wrestler who has the choice (points for double-stalling or simultaneous penalties shall be considered as no points for the purpose of the tiebreaker choice);
7)    the wrestler who has choice may select top, bottom, or defer the choice to the opponent;
8)    the wrestler who scores the first point(s) during the Ultimate Tiebreaker will be declared the winner. If no scoring occurs during the Ultimate Tiebreaker, the offensive wrestler will be declared the winner and one match point shall be added to the offensive wrestler?s score.
d.    a fall terminates any Overtime period.    Passed As Amended

6.    PHOTO SECTION

The chart was reviewed and no editing was necessary.

8.    POINTS OF EMPHASIS

Many topics were discussed as possible areas that need to be addressed for the 2006-07 season. Items selected were: Concussions; Unnecessary Roughness and Slams; Weigh-in Procedures; Uniform Requirements and Socks and Other Special Equipment Use

9.    COMMENTS ON 2006-07 REVISIONS

Committee members were assigned the responsibility of completing the comments concerning the rules changes passed by the committee. These comments were reviewed and accepted by the committee.

10.    RULES SITUATIONS

Mr. Gannaway solicited additions and deletions to the present contents of the NFHS Wrestling Case Book. Additionally, various committee members were assigned the rules changes to develop situations that can be added to the casebook.

11.    TRANSPARENCIES

The committee reviewed the preliminary suggestions from Carl Schwartz, REI for the upcoming rules interpretation meeting.

12.    ITEMS FOR QUESTIONNAIRE

Members were reminded to send potential questionnaire items to Mr. Diehl prior to the close of the current school year.

13.    MISCELLANEOUS CORRESPONDENCE

Mr. Diehl reviewed the various items concerning correspondence received during the season. No action was taken.
